Hanson Preservation Committee Minutes~
August 19th,2009


Meeting was called to order at 7:05
Members present: Laura FitzGerald-Kemmett, John Kemmett, Patty Norton, Bob Sears, Allan Clemons, Phil Lindquist, David Harris, Bill Strait
Not Present: Bill Clay
Others Present:~ Carol Brewster from WHCATV , Meaghan Glassett of the Hanson Express , members of the Hanson Historical Commission and Hanson Historical Society

Minutes of the August 5th , 2009 meeting were approved by a 5-0-3 vote~

Bob Sears opened the meeting~ with a statement stating what the task tonight will be --~ voting on the records restoration proposal and purchasing of the Nathaniel Thomas Mill proposal.

Communications and Updates

Bob reiterated the following information from the last meeting :

Bill Strait and Patty Norton attended the Conflict of Interest seminar in Hanover.~ Patty gave the CPC a brief overview of the seminar and discussed the resources available to aid CPC members with any questions regarding conflicts of interest.

Bob Sears discussed his visit to the Recreation Commission’s meeting where he was received warmly.~ He reviewed the CPA, uses for CPA funds and other related topics.

There was some type of technical error made when the article pertaining to the CPC being allotted administrative expenses was submitted at the last Town Meeting.~ As a result, we will not have any administrative expense money available to us until the article is again submitted at the October Town Meeting.

Bob discussed the Community Preservation Coalition dues with the CPC.~ Dues are $750 and will be payable some time after October

CP3 the CPC state filing is due September 15th.~ Patty Norton volunteered to fill it out with the proviso that she let everyone know ASAP if it proves too cumbersome.

Old Business
The Historical Records Restoration Proposal was reviewed and the matrix used to evaluate it was discussed.
Allan Clemons moved to accept the proposal and Patty Norton seconded it.
Vote: 8-0-0

The Nathaniel Thomas Mill proposal invoked a more intense discussion among the committee members as well as from the members of the audience.
The question from the last meeting of the assessed property value of $63,000 was clarified. The Town of hanson assessment for property is $166,800, building assessment $31,900, for a total assessment of $198,700.~
A statement of just what the federal and state considers “historical significance” was presented . It was noted that this was different (less restrictive) from the opinion of the Community Preservation Coalition
Impassioned presentations from various members of the audience were made in support of the proposal.
After a short discussion of whether the~ proposal for $69,000 would cover all the costs~ -- will the approximate $5000 in closing costs come from CPA administrative funds or from the town legal line? We will have to wait for the answer from town counsel. The article will be worded to include all costs.
A concern over water rights ensued with discussion leading to no conclusion until town counsel rules on it. Allan Clemons gave an informative synopsis regarding various water rights.
The dam is owned by the Town of Hanson.
Bill Clay’s concern of the conservation deed restriction was brought up by Bob Sears and following a brief discussion was determined not be a hindering factor.

Motion by Dave Harris and a second by patty Norton to accept the proposal providing:
~that purchase price and associated costs are included
that the water rights be addressed (town counsel opinion)
that it clearly state that~ the property is under the custody and care of the Hanson Conservation Commission with operation and maintenance the responsibility of the Nathaniel Thomas Mill Committee
Vote: 7-1-0~ John Kemmet in the nay

Next meeting will be September 16th at 7:00 pm in the Selectmen’s Room
The meeting for September 2nd has been canceled
Meeting adjourned at 8:25 pm. vote: 8-0-0
